INDIAN ADMINISTRATIVE SERVICE (IAS 1995-Bihar cadre)
Dr N Vijaya Lakshmi, an Indian Administrative Officer with over 20 years of experience in the civil services of Indian National Government is academically a postgraduate in Zoology and Anthropology. She is also a Ph.D. in Management from Indian Institute of Technology, New Delhi.
Dr.Vijaya Lakshmi has been awarded as a "Distinguished Humanitarian" by Rotary International for the Year 2002-03. She has to her name the Reformer of the year award, Krishi Karman Award, Climate Change Leadership award for her remarkable leadership in the areas introducing reforms in Excise Department, improvement in Horticulture programmes by achieving world record in Potato production, highest Rice and Wheat production in the country. She was declared the Financial Advisor by CNBC TV-18 and UTI for the best financial inclusion scheme on the Girl Child –"Mukhya Mantri Kanya Suraksha Yojna" where 10 lakh girl children got benefited under the scheme. She has been highly acclaimed for her Outstanding Services to the Community in Promoting Human Rights, Adult Education and Women Empowerment. She won the Climate Change Leadership award for promoting environment-friendly technologies in the Indian Steel Re-rolling sector. She was appointed as the Chairperson of the Sub- Committee of Planning Commission, Government of India on Women in Agriculture.
Dr Vijaya Lakshmi is a LDM (Leadership Development Mechanism) Fellow of CEDPA, USA; Junior Research Fellow for Research in Social Sciences and was an unofficial Ambassador of Rotary. She is an ardent learner and studied the aspects of administration in the state of Oregon, U.S.A and is trained on Child health policies and practices from UCL Institute of Child Health, London
She has several publications in the national and International Journals.

She presently is the Chief Executive Officer, Bihar Rural Livelihoods Promotion Society (Jeevika), Government of Bihar. She spearheads the processes of social & economic empowerment of the rural poor women. The major tasks include social mobilization, financial inclusion, vulnerability reduction and livelihoods enhancement; Resource mobilization, policy formulation and advocacy at all levels.
